The Zoning Office is responsible for the issuance of building permits and enforcement of ordinance in any unincorporated areas of Shelby County in the interest of public health, safety, morals, comfort, general welfare, and conserving the values of property throughout the county.

The office is by appointment only. In the interest of conserving tax dollars, the Zoning Administrator is a part-time position with no set schedule.
No structure of any kind shall be placed, erected, altered, changed, or located on any land within the jurisdiction of Shelby County, Illinois, including any unincorporated villages, without an Improvement Location Permit (Building Permit). Examples: • Any style of home, regardless of construction type, such as frame, manufactured, modular, mobile, pole built, or shouse. • Accessory buildings such as garages, storage sheds, barns, machine sheds, and farm buildings.

Traditionally, Shelby County does not require a building permit for the placement of aluminum car ports or boat docks.
Once you’ve decided on the size and placement of the structure on your property, and once you’ve obtained a sewer permit from the Shelby County Health Department (if applicable), you should apply for a building permit. Typically, a permit is issued within 15 business days. You have 1 year to begin construction before the permit expires.
Construction without a permit shall be deemed a petty offense punishable by a fine not to exceed $500, with each week that the violation remains uncorrected constituting a separate offense.
Contact the Zoning Administrator. Your effort to abate the situation will be considered an act of good faith and the administrator will work with you to resolve the issue.

If the installation is ground mounted, then yes. If the installation is mounted on an existing roof, then no permit is required.
Currently, the minimum requirement for a residence is 900 square feet. If this rule, or any rule, is creating a particular hardship, you may apply for a variance during your application process.
Recreational Vehicles shall not be used as dwelling units except in locations lawfully established for such use, such as parks and campgrounds
