General Notice

Shelby County (Owner) is requesting Bids for the construction of the following Project: Delbert D. Mundt Water Treatment Plant Expansion

Sealed Bids for the construction of the Project will be received at Milano & Grunloh Engineers, LLC, 114 W. Washington Avenue, Effingham, IL 62401, until __Wednesday, May 7, 2025__, at _1:30 p.m._ local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work within Shelby County, Illinois:

Installation of one head tank, two claricones, and one recarbonation vessel.

Bids are requested for the following Contract: Delbert D. Mundt Water Treatment Plant Expansion

Obtaining the Bidding Documents

The Issuing Office for the Bidding Documents is:
Milano & Grunloh Engineers, LLC
114 W. Washington Avenue
Effingham, IL 62401

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 7:30 a.m. – 4:30 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Architect will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a fee of $25.00 for each set. Deposit checks for bidding documents should be made to Milano & Grunloh Engineers, LLC. There will be no refunds issued for bidding documents.

Instructions to Bidders:

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

The project funding will be from the Rebuild Illinois Public Infrastructure (RIPI) program. Attention is called to the fact that the firm must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Shelby County reserves the right to reject any or all proposals or to waive any informalities in the procurement process.

Bidder must comply with the following:

• Business Enterprise Program Act for Minorities, Females, and Persons with disabilities (BEP) (30 ILCS 575/0.01 et seq.) This project carries a BEP Participation goal of 0%.

• Illinois Prevailing Wage Act (820 ILCS 130/)

• Employment of Illinois Workers on Public Works Act “Preference Act” (30 ILCS 570/0.01 et seq.)

• Illinois Works Job Program Act (30 ILCS 559/20)
